Administrative Permits

Permits issued by the Treasurer-City Clerk are:
Retail Alcohol Permits
Individuals wishing to apply for a permit to sell alcohol in the City of Ruston must complete an application which can be picked up in the City Treasurer’s office, or from Captain Darrell Newsom, Ruston Police Department. Once application is complete and publication requirements met, the packet is returned to Captain Newsom who will make sure all City Code is met. He forwards the packet to the Treasurer’s office where an affidavit is prepared for the Mayor’s signature. A one-year permit is issued after the required fees are paid. All alcohol permits expire on December 31.

Renewal forms are mailed out in November and renewal permits are issued prior to January 1.
Itinerant Vendor Permits
An itinerant vendor must obtain a permit from the City. The first step is to register with the Sales Tax Office. The applicant must deliver to the Treasurer’s Office documentation from the Sales Tax Office, complete an application form, submit a valid driver’s license, and the permit fee. Permits cost $100 for a 30-day permit or $200 for a one (1) year permit. The applicant receives a permit which has been signed by the City Treasurer with the City’s seal in place. Vendors who grow and sell their own produce are exempt from this permit requirement. Also exempt are sales made at craft and arts fairs or festivals, sales made at events commonly known as flea markets, stamp and coin shows, trade and gun shows, sales of agricultural, seafood or handcrafted products.
Vehicles For Hire
Any person who operates a vehicle for hire with the City of Ruston must first obtain a certificate from the Treasurer-City Clerk for each vehicle used as a vehicle for hire. There is no fee for this certificate and it is renewable annually.
Each application must be accompanied by a receipt showing payment in full of the premium for the insurance policy. Revocation of insurance coverage shall result in immediate cancellation of each certificate issued for the duration of a vehicle for hire.
