Industrial Pretreatment Program
The purpose of the Industrial Pretreatment Program (IPT) is to protect the City of Ruston Wastewater Treatment Plant and personnel as well as the environment from the adverse impacts which may occur when hazardous or toxic wastes are discharged in the sewage system. The pretreatment program attempts to accomplish that protection through the regulation of the industrial sources of discharge. This includes the use of Federal Categorical Standards as well as locally developed regulations. The main components of the IPT program include, 1) Establishment of Technically Based Local Limits (TBLLs), 2) Permitting, 3) Inspection, 4) Sampling, and 5) Enforcement. The TBLLs, listed below, are specific numerical discharge limits established to protect the operation of the City of Ruston treatment system and the quality of Lake D’Arbonne water shed. Additional discharge limitations are specified in the individual industrial wastewater discharge permits.
Technically Based Local Limits
The following pollutant limits are established to protect against pass-through and/or interference of the WWTP. No person shall discharge or cause to be discharged into the wastewater system any pollutant or wastewater in violation of the local limits listed below. These limits apply at the point where industrial wastewater is discharged in the City’s collection system. All concentrations are for the “total” pollutant. For industrial waste to be accepted at the WWTP, the waste must be pretreated to domestic strength.
Oil and Grease Reduction Program
Since oil/grease is the primary cause of most residential line and City sewer main blockages resulting is sewage overflows, this program was designed to significantly reduce the amount of oil/grease that is discharged into the collection system thus reducing sewage overflows.
All food preparation facilities are required to have an oil/grease interceptor or trap at a minimum capacity of 1000 gallons per City Code of Ordinances. Larger interceptors maybe required if certain criteria are met. Starting January 1, 2008, these facilities are required to pay an annual fee of $120.00 for a permit, with regular inspections by the Environmental Services Technican. Facilities are also required to perform routine cleaning and regular maintenance on the interceptors/traps.
Septic Haulers
Septic tank waste may be introduced into the POTW only at locations designated by the Director of Water Utilities, and at such times as are established by the Director. Such waste shall not violate any requirements of the City Code of Ordinances. Septic tank waste shall not be discharged without prior consent of the Director. The Director requires septic tank waste haulers to obtain industrial wastewater discharge permits through the City of Ruston Environmental Services Office. Haulers will be required to provide a waste-tracking form (transportation manifest) for every load. This form shall include, at a minimum, the name and address of the waste hauler, permit number, truck identification, names and addresses of sources of waste, and volume and characteristics of waste.
